Payback 2 looks like a chaotic mess at first glance, but beneath the explosions lies a surprisingly structured game. I jumped into a tank battle, then switched to a helicopter race, then found myself in a massive gang fight—all within the same session. The variety is the real hook; no two events feel the same.
